First Look: Eagle Hills’ Multi Billion Dollar Maldives Waterfront Project

Abu Dhabi-based developer Eagle Hills has unveiled plans for the Maldives Waterfront and Marina, a major mixed-use development planned in the Ras Malé area, combining residences, hospitality, retail, entertainment, wellness, sports and marina facilities.

The development is being presented as a large-scale waterfront destination, with Eagle Hills describing an envisaged investment scale of around US$12 billion across multiple phases.

The project will include serviced and standard apartments, as well as villas. The residences being marketed through the project’s official website include one-, two- and three-bedroom apartments, alongside villas ranging from 250 square metres to more than 400 square metres.

The masterplan also includes hotels and resorts, a marina, waterfront areas, restaurants and food and beverage outlets, retail facilities, entertainment venues, sports facilities and wellness offerings.

The project is planned around the Ras Malé area, close to Malé and Velana International Airport. Eagle Hills is promoting the development as a new integrated destination rather than solely a resort, with residential communities and commercial and leisure facilities forming part of the wider masterplan.

A separate housing component is also included in the wider agreement. The Maldivian government has said Eagle Hills is expected to construct 5,000 housing units in Hulhumalé, with construction targeted to begin in the first quarter of 2027. The housing component has been estimated at approximately US$500 million.

The planned development is also being marketed to international property buyers. Eagle Hills’ Maldives website highlights serviced residences and property management services, while also promoting the Maldives’ corporate resident visa framework for eligible investors.

Environmental features highlighted by the developer include coral nurseries, protected turtle beaches, car-free streets and electric water taxis. Eagle Hills says the development will incorporate the surrounding marine environment into its planning.

The agreement between Eagle Hills and the Maldivian government was announced in September 2026. Eagle Hills has described the arrangement as a commercial terms agreement, with the wider development expected to progress through multiple phases.

The company’s Maldives project website currently presents architectural renders and proposed facilities for the development, while noting that the images are artist’s impressions and may be subject to change as the project progresses.

The project’s newly launched website also gives prospective buyers an opportunity to register their interest in villas, with options including 250-square-metre, 350-square-metre and 400-square-metre-plus villas. Registration is also available for different categories of apartments, including serviced residences, giving potential buyers an early opportunity to enquire about properties within the development.

The website also highlights the Maldives’ Corporate Resident Visa as part of the investment proposition. Eagle Hills says eligible investors can obtain five-year renewable residency through investments starting from US$250,000, subject to the applicable requirements. By combining luxury residences with information on residency, the project is being presented not only as a holiday destination but also as a potential long-term base for international property buyers and investors.

The combination of luxury homes, hospitality, retail, marina facilities and residency information suggests that Eagle Hills is seeking to position the Maldives Waterfront and Marina as a destination for international buyers looking to spend extended periods in the Maldives, alongside its wider tourism offering.

The project represents one of the largest planned private-sector developments currently being proposed for the Maldives, combining tourism, residential property, infrastructure and commercial facilities within a single large-scale destination.
