Rasmale’ Masterplan Consultancy Opened for Bidding

The government has opened bids to appoint a consultancy firm to prepare the masterplan for Rasmale’, the major land reclamation and housing development project being carried out as part of the administration’s housing pledge.

According to an announcement by the Ministry of Housing, Land and Urban Development, proposals are now being accepted for consultancy services to develop the Rasmale’ masterplan.

The ministry said there will be no pre-bid meeting for the tender. Any parties seeking clarification or additional information while preparing proposals have been asked to email procurement@infrastructure.gov.mv before 2:00 p.m. next Sunday.

Bids must be submitted in accordance with the Terms of Reference published with the announcement. Submissions are scheduled to be opened at 10:00 a.m. on July 13 at the ministry’s office in Dharubaaruge.

According to the tender documents, eligible bidders include registered companies, cooperatives, and individual businesses registered under the relevant Maldivian laws.

Bids must be quoted in Maldivian Rufiyaa, and bidders are required to submit a bid security of MVR 250,000. The documents also state that if a winning bidder later cancels the bid, the bid security will be forfeited to the state.

For bids exceeding MVR 500,000, the selected party will be required to submit a performance guarantee from a bank accepted by the government.

Businesses established less than one year ago must submit a bank account statement showing a minimum balance of MVR 100,000, while bidders are also required to provide financial statements for the past three years.

The government had earlier announced a separate consultancy opportunity in December to prepare a masterplan for transport services in Rasmale’.

According to figures from the Housing Development Corporation, 43 percent of the planned 1,150 hectares of reclaimed land in Rasmale’ has already been completed.

Under the government’s “Housing for All” policy, the administration plans to allocate 15,000 plots from Rasmale’ in the first phase.
