The $500 million project will deliver 5,000 housing units, with construction expected to begin in early 2027.
Eagle Hills has unveiled designs for its planned housing development in Hulhumalé, featuring modern residential buildings alongside a range of public amenities and recreational facilities. The project will include 5,000 housing units at different levels, with construction scheduled to begin in early 2027.
The government has described the development as a major investment linked to the country’s economic and social development goals. President Dr Mohamed Muizzu has said the project is expected to improve living standards for Maldivians.

Eagle Hills, an Abu Dhabi-based property development company, is known for its large-scale international projects. The government has said the company’s decision to invest in the Maldives followed careful consideration of the country’s needs and the potential benefits of the development.
Housing affordability remains one of the Maldives’ major challenges. Under the planned development, Eagle Hills will invest $500 million to build 5,000 housing units for Maldivians.
The designs shared by Minister of Construction and Infrastructure Dr Abdulla Muththalib in a video posted on X were prepared by WOW Architects / Warner Wong Design, a Singapore-based architectural firm, under the Hulhumalé Phase III Vision Master Plan.

The master plan envisions a modern urban environment featuring high-rise residential towers, waterfront townhouses and public amenities. The proposed facilities include sports and recreational areas, cafés, restaurants, landscaped spaces, shops and access points to the sea. The designs also show green spaces across the terraces of residential buildings and a large mosque near the waterfront.
Construction is expected to begin in early 2027. According to the government, the development is intended to provide housing, create employment opportunities and establish a modern living environment for residents.
The Hulhumalé housing project forms part of a broader investment agreement between Eagle Hills and the Maldivian government for the development of a $20 billion waterfront and marina project in Rasmalé. The wider development is expected to include a waterfront and marina, while the separate $500 million housing component will deliver 5,000 residential units.
The government has described the wider Rasmalé development as one of the largest investment projects planned for the Maldives, with more than 54,000 job opportunities expected to be generated.
President Muizzu has previously said that opening Rasmalé to foreign investment is intended to support the wider development of the area. He has also highlighted the potential for the project to create jobs, encourage new businesses and contribute to economic growth.
